Akhan Baikanov was born in 1967 and is a citizen of the Republic of Kazakhstan.

From 1985 to 1987, he served in the Armed Forces of the USSR.

In 1987, he joined the internal affairs bodies of the Tselinograd Regional Executive Committee.

From 1988 to 1990, he studied at the Chimkent Secondary Specialized School of the Ministry of Internal Affairs of the Kazakh SSR.

In 1999, he graduated from the Almaty Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan.

From 1999 to 2001, he served in the Financial Police of the Republic of Kazakhstan.

From 2003 to 2023, he was a member of the Astana City Bar Association.

Since 2023, he has been serving as Compliance Officer at Astana Development Center LLP.
